I’m Confused: 1/2 of all Children are in Poverty+Elderly can’t refinance

Things are better yet 1/2 of all children need a free lunch at school or would go hungry.  Mortgages are available but only if you have an income; so no refinancing for the SS crowd. Look at the 3 page lay out in the New York Times:

The Best States to Grow Up In

I’ve read and re-read these reports.  I still don’t understand the Social policies of this Administration or Congress.  Houses are empty and people are homeless.  We have low mortgage rates but you can’t refinance.  We have millions for stadiums but not for schools.  We have an infrastructure that is falling apart(I was sure that was only in 3rd world countries. No, they are building new roads and American companies are building new roads and airports in these countries.)  People are hungry and half of all children in my Country are hungry.  What is going on?  I read and read.  Some people have so much and are charged little for living in  and on this land.  Others hope there is a food bank and a shelter they can get to and then use (over flowing with families and especially women with their children).  We have an abundance of natural gas and yet our heating bills go up.
I just don’t get it!  Will someone explain to me what is happening or better yet, what is not happening?  WHY!!!
